Universal Basic Income Tested in Upstate New York

Universal Basic Income Tested in Upstate New York

Annette Steele isn't poor or unemployed. But for a year she'll be receiving $500 a month as part of a universal basic income program in Ulster County in upstate New York.

Places from California to Virginia have been testing universal income programs, which have gained more attention since the coronavirus pandemic forced millions of workers to stay home.

Funded by private donations, 100 residents of Ulster County making less than $46,900 will get $500 a month for a year.

The maximum allowed salary is 80% of the county's average median income, meaning the program includes both the poor and members of the middle class who might not normally qualify for government aid.

There were more than 4,200 applicants for the program in a county of 178,000 people.

For Steele, 57, it helped pay for car insurance and groceries. "People think because you've been working so many years, that you make this tremendous amount of money," she said.

Steele 57

"But no, actually." While basic income programs elsewhere tend to focus on cities, the Ulster County trial includes small towns and remote areas far from bus lines and supermarkets.

"Showing that this approach will work not just in urban areas, but for rural parts of the country — which we know is one of our big national problems — I think there's great opportunity there," said Ulster County Executive Patrick Ryan.

Many people in the county were already struggling with housing costs before the pandemic, when a large number of people moved north from New York City, pushing up real estate prices, Ryan said.

The first payments were made in mid-May.

Recipients can spend it as they wish, but will be asked to participate in surveys about their physical health, mental health and employment status.

However, critics worry about the effectiveness and cost of universal basic income programs compared to aid programs offering money specifically for food, housing or raising children.

They also say that cash isn't likely to address structural issues that perpetuate poverty, such as poor schools and health care.
